Ruffier, who has one cap for France, has starred for St Etienne and has moved them on the cusp of Champions League qualification from Ligue 1.
But Arsenal and Manchester United are interested in the 26-year-old's services, as are Juventus, Fiorentina and AC Milan.
"There are quite a lot of clubs attracted to him both in England and Italy. I would lie saying the contrary," Ruffier's agent Patrick Glanz told France Football.
"It is the kind of deal we had with coach Christophe Galtier. He has a lot of ambition and wants to play in a big club with a great project or play in the European Cup."
St Etienne lay third in the table, 11 points behind leaders Paris Saint-Germain, and would qualify for the Champions League qualifying rounds if they were to stay there.
